追加：第 1 节第 42 条，装好护罩、戴上护目镜加面屏再用角磨机

2026-10-04。来自 issue #76（读者提议角磨机安全做法）。全书原来没有电动工具条目，第 19 节第 10 条讲的是粉尘、噪声、化学毒物的防护，不算重复。追加在第 1 节末尾，没有插在中间；节首导览挂进「家里的火、气、电」一块，短名「装好护罩再用角磨机」。角磨机多是家里装修、自己动手时用，和灭火器、燃气软管同属家里的器具风险，所以没放进「孩子、老人和野外的意外」。

和读者原稿的差别

  • 原稿「登高作业」一段（HSE work at height）按事先定的删掉，不写。
  • 原稿的动作逐条在 CCOHS 两页和昆士兰通报里核到了，见下。
  • 补了一条原稿没有的动作：别装木工锯片切木头。国内能找到的两份官方事故调查报告（哈尔滨 2019、深圳福田 2024）死因都是这个，日本一项病例研究也专门讲它，比原稿里任何一条都更贴近国内实际出事的样子，所以写进了标题。
  • 原稿没有伤害数字。补了韩国急诊监测、四川绵阳眼外伤、土耳其手外伤、日本断指四项病例数据，只用来说明伤得多重。
  • 证据等级按 C：全是指南和事故调查，没有研究算过照做能少伤多少人。

1. CCOHS, Abrasive Wheels - Use of Portable Grinders（2025-06-23 修订）

  • 护罩：「Always use the provided guards and make sure they are adjusted properly as per the manufacturer's manual. Do not use the grinder if there are missing or damaged guards.」
  • 检查：「Inspect the tool and attachments for damage before each use.」；「Do not use wheels or attachments that are cracked, damaged, or that excessively vibrate.」
  • 转速：「Check that the speed marked on the wheel or attachment is equal to or greater than the grinder's maximum speed.」；「Do not use a wheel or attachment with a maximum RPM lower than the RPM rating of the grinder.」
  • 尺寸：「Do not force wheels or attachments onto a grinder that is the wrong size or change mounting hole sizes.」
  • 护目：「Wear safety glasses or goggles, or a face shield (with safety glasses or goggles) to protect against flying particles.」
  • 双手站稳：「Use both hands when holding the grinder. Maintain a firm grip on both handles and ensure secure footing during operation.」
  • 固定工件：「Make sure the item or material you are grinding is secured.」
  • 火花与易燃物：「Direct sparks and debris away from yourself and others.」；「Make sure the work area is clear of flammable products」；「Do not use grinders near flammable materials.」
  • 停转再放：「Do not put the grinder on the floor or working surface until the wheel or attachment has stopped turning.」
  • 衣物：「Do not wear loose clothing or dangling jewellery, as they may get caught in the grinder's moving parts. If you have long hair, keep it tied back.」

2. CCOHS, Powered Hand Tools - Use of Grinder Attachments（2025-04-15）

  • 换片断电：「Disconnect the grinder from the power source before installing the cutting disc.」
  • 检查片子：「Inspect the disc for damage before use, such as cracks, chips, or warping. Do not use damaged discs as they may shatter during operation, causing serious injury.」
  • 护罩：「Ensure the wheel guard is in place while operating the grinder.」
  • 易燃物：「Direct sparks and debris away from yourself and others. Keep flammable materials away from the cutting area.」
  • 这一页写的是「tight-fitting gloves」，可以戴贴手的手套，所以条目只写宽松衣物收好，没有写「不许戴手套」。

3. Workplace Health and Safety Queensland, Guards and discs on angle grinders（2016-03-04 发，2017-11-20 更新）

  • 速度：「Cutting discs are usually designed for a maximum outside edge speed (i.e. peripheral speed) of approximately 70 metres/second」；「Fitting a 14 inch (356 mm) cut-off disc to a 9 inch (230 mm) angle grinder will increase the edge speed excessively to at least 120 m/s」
  • 动作：「Use an angle grinder with the correct guard supplied by the manufacturer.」；「Fit the right sized disc that has a hole matching the spindle flange.」；「Ensure the rated speed marked on the disc is not less than the rated speed marked on the angle grinder.」；「Hold the angle grinder with both hands」；「Use a grinding disc for grinding. Grinding with a cutting disc damages the disc and increases the likelihood of the disc breaking.」；「Ensure damaged discs are thrown out and not re-used.」
  • 读者原稿「切割片不能用侧面打磨」对应的是这一句。原文只说切割片不能拿来打磨，没提「侧面」，条目按原文写。

4. 哈尔滨市松北区人民政府，三发装卸运输有限公司「8.28」机械伤害事故调查报告（2019）

  • 原文：「事发时角磨机的割片换成了带齿的锯片，并且没有安装防护罩，锯片上缠绕着裤子碎片」；「王录没有用手锯而用角磨机切割木板」；「鉴定结论为：王录符合生前工作过程中腿部与刃缘物体相互作用致股动脉及大隐静脉离断，失血死亡」；「违反角向磨光机安全规则：不要附装上锯链、木雕刀片或带齿锯片；使用时必须装上砂轮防护罩的规定（角向磨光机使用说明书规定）」。

5. 深圳福田「3·14」一般机械伤害事故调查报告（调查组 2024-05-24）

  • 原文：「前端安装一直径为 105mm 的木工锯片……该手磨机未安装安全防护罩及辅助手柄」；「田某权正在涉事门洞口使用手磨机切割门框（木材）……未安装辅助手柄的手磨机突然失控从切割槽内弹出，导致田某权颈部被高速旋转的手磨机锯片割伤」；「被鉴定人田某权系外伤致左颈总动脉破裂大出血死亡」。
  • 报告脚注引国家标准：「《手持式电动工具的安全第二部分：砂轮机、抛光机和盘式砂光机的专用要求》GB3883.3-2007/IEC 60745-2-3:2006 8.12.1.102 对所有操作的进一步安全说明 e）不要附装上锯链、木雕刀片或带齿锯片。这些锯片会产生频繁的反弹和失控。」以及 a）项「如有辅助手柄，则要一直使用，以便最大限度控制住 动时的反弹力或反力矩」（pdftotext 抽出来少了一个字，原样照录）。
  • 标准原文没有取到，条目里的标准引文以这份报告的转引为准，来源栏也这样注明。GB 3883.3-2007 现在是否已被新版替代没有核，条目不写标准号的现行状态。

6. Song J 等 (2023)，韩国急诊伤害深度监测 2011–2018

  • 原文：「Among 8,697 ED visits, 4,603 patients had been using a grinder and 4,094 had been using a nongrinder tool. The most frequently injured body part while using a grinder was the hand (46.4%), followed by the head (23.0%).」；「using a grinder (OR, 2.073; 95% CI, 1.877-2.290)」。
  • grinder 在这项研究里指砂轮机一类工具，没有单拆角磨机，所以条目写「砂轮机这一类工具」。

7. Ke W 等 (2025)，绵阳市中心医院眼科

  • 摘要说的是 over 2 years，条目写「两年」。

9. Tsumura T 等 (2021)，日本

  • 原文：「identified 15 patients treated for angle grinder injury between 2017 and 2018」；「Nine of the 15 patients used angle grinders improperly」；「complete finger amputation (n = 2), partial finger amputation (n = 1)」；「the causes of accidents: kickback (n = 7) and glove entanglement (n = 2)」。

没收的内容和理由

  • 晋中市应急管理局《角磨机使用方法及安全使用操作规程》（https://yjglj.sxjz.gov.cn/yjgm/content_278833）：正文开头自称转自「贤集网」，属于商业网站转载；内容混着台式砂轮机的规程（托架距砂轮 5 毫米、站在侧面磨刀具），还写「不准戴手套」，和 CCOHS 允许贴手手套冲突。没引。
  • GB/T 7442-2007《角向磨光机》：全国标准信息公共服务平台能查到题录，现行、2021 年复审继续有效，但它是产品标准，不规定使用者怎么操作，和条目的动作无关。没引。
  • GB 2494 固结磨具安全要求、GB/T 3883 系列的原文：没有取到能逐字核对的官方全文，只用了福田报告转引的那两项。
  • 北京通州应急管理局「角磨机防护罩不符合国家标准，罚」一文：链接返回 404。疏附县应急管理局执法案例只有一句「角磨机人为拆除防护罩」，信息量不够，没引。
  • Curran 2021 病例报告里的「每年 5000 多起伤害」：摘要没有说是哪个国家、哪份统计，核不了，没写。
  • 澳大利亚 Med J Aust 2000、Injury 2000 等单病例或三例报告：只说明伤得重，已有的数据够用，没有再加。
  • 「站在片子侧面启动」「新片空转一分钟」「片子有效期 3 年」这几条 CCOHS 写了，但读者原稿没提，条目篇幅有限，没写进去。

收益量级

  • 定为「中」，凭判断：后果可以是死亡、失明、断指，但没有任何来源给出照做之后的降幅，没法按相对降幅机械套；暴露人群只限用角磨机的人，比第 1 条（安全带）这类窄得多。和第 41 条（冰面）同样处理。
